The Chinese State Taxation Administration has announced new regulations for exporters, effective 1 October 2025, which will affect all manufacturers, suppliers, and shippers in China. Key changes include:

· Exporter Registration – all exporters must register with the Chinese tax authorities before customs clearance.

· End of Third-Party Declarations – it will no longer be permitted to declare exports under another company’s name or license.

· Dual-Title Requirement – factories without their own export license must still appear on customs documents with full company details for verification.
